Harry Theoharis was born in Athens on August 6, 1970. He holds an MEng (Honours) in Software Engineering from Imperial College London and has held senior positions in private-sector and start-up companies in Greece and abroad.

He served as Secretary General for Information Systems (2011–2012), introducing digital public services that reduced bureaucracy and costs, and as Secretary General for Public Revenues (2013–2014), contributing to revenue targets, a fiscal surplus, and greater administrative transparency.

Elected to Parliament in 2015, he joined New Democracy in 2018. He served as Minister of Tourism (2019–2021), Parliamentary Spokesperson for New Democracy (2021–2023), and Deputy Minister of Finance for taxation (2023–2024). In 2024, he was nominated as Greece’s candidate for Secretary-General of UN Tourism.

Since June 30, 2025, he has served as Deputy Minister of Foreign Affairs, responsible for economic diplomacy and for Greece’s global outreach. He is married to Dimitra Rigogianni and has four children.
